Dear PPSA Members, As a service to our members, the Philippine Political Science Association has prepared an online platform featuring a series of webinars entitled “Call out: Politics and Governance in the Age of COVID-19 Pandemic”. This initiative serves as an academic arena to create knowledge, identify nuances, and offer learning in response to COVID-19 pandemic. The unprecedented emergency measures put in place is generating new political trends heretofore unseen in terms of the extension of state power, local government assertions, private sector and civil society involvement and police/military visibility in our streets. The effects of these measures have been particularly difficult for the poor and daily wage earners, and for families having to stay home and stay put. The webinar features discussion and dialogue around the institutional responses to the COVID-19 pandemic and its implications to Philippine democracy. Four aspects are examined: (1) Re-centralization of power as the national government asserts authority over LGUs on emergency measures taken; (2) Localized cases of COVID-19 pandemic response that looks at networks, bridging and social capital formation between governments, private sector and civil society, and frameworks used; (3) The role of police and military in implementing emergency measures nuanced by LGU strategies; and (4) Gendered effects of the pandemic and government’s policy response.
