President Aquino delivered the fourth State of the Nation Address of his administration on 22 July 2013. Nearly two weeks after, we are still in a quandary what to make of it. Quite a number of individual persons were praised, a number of agencies shamed, corrupt civil servants threatened, and past administrations blamed. While a number of issues were raised, this nearly two-hour speech left us asking even more questions not only on what was not said (as is usually the case after a SONA) but also on what was said. So, what should we expect from the PNoy administration this 2013-2014? At this juncture, what are the priorities of his administration? Are these priorities consistent with those of the past three years? Is the Pnoy administration missing anything?
